Secondary combustion zone Flue gas temperature reaches a minimum of 850°C for at least 2 seconds under the presence of at least.
Requiring sophisticated chemical treatment and technology to meet acceptable standards: 6% oxygen in the actual secondary 
combustion zone, even under the most adverse conditions.
Whenever hazardous wastes with a content of more than 1% of halogenated organic substances (expressed as chlorine) 
are incinerated, the temperature shall be raised up to 1100°C for at least 2 seconds.
Combustion air systems and fans Designed to ensure high combustion efficiency and avoid a reducing (corrosive) atmosphere, 
incomplete burnout of the flue gases and related problems.
Heat primary air from 10°C to approximately 145°C.
Air pollution control The flue gases from the furnace must be cooled to 200°C or lower before flue gas treatment.
The flue gas cleaning equipment must be at least two-field electrostatic precipitator/ESP (basic emission control, dust<30mg/Nm3).
Residues handling The ash processing system shall involve stabilizing the ash residue.
Ash handling and processing shall be kept under the roof and indoors.
The resulting bottom ashes and slag produced shall have a total organic carbon content of less than 3%
Operating conditions During operation, the gas resulting from the process is raised, after the last injection of combustion air, in a controlled and 
homogeneous fashion and even under the most unfavorable conditions, to a temperature of 850°C, as measured near the inner wall, 
or at another representative point of the combustion chamber.
Burner shall be automated to come when the temperature of the combustion gases after the last injetion of combustion air falls below 850°C.
During plant start-up and shut-down operations in order to ensure that the  temperature of 850°C is maintained at all times during these operations 
and as long as unburned waste is in the combustion chamber.
During the start-up and shut down processes, or when the temperature of the combustion gas falls below 850°C, the auxilliary burner shall not be fed 
with fuels which can cause higher emissions than those resulting from the burning of gas oil/ liquified gas/ natural gas.
The incinerator shall have and operate an automatic system to prevent waste feed:
 – at start-up, until the temperature of 850°C has been reached.
– whenever the temperature of 850°C is not maintained.
Control and monitoring Measurement equipment shall be installed and techniques used in order to monitor the parameters, conditions and mass 
concentrations relevant to the incineration process.
The location of sampling and measuring points shall be clearly stated in the technical proposal documents
